Fortunately, the same AI capabilities driving fraud are also driving defences. Machine learning models that can identify synthetic faces, flag anomalous behaviour clusters, and correlate signals across vast datasets are already commercially available. Institutions that deploy them systematically and update them continuously will stay competitive.
Additionally, regulatory frameworks for AI and digital identity are maturing across major markets. The European Union’s AI Act, the UK’s Digital Identity and Attributes Trust Framework, and evolving US federal guidance all point toward a more structured environment in which identity verification standards will be progressively tightened. Institutions that build toward those standards now, rather than waiting for legal compulsion, will find the transition easier and less disruptive.
Consumer Education: An Underutilised Defence
One dimension that is often overlooked in the institutional focus on technology is the role of consumer education. Many first-party fraud schemes, and some deepfake ones, succeed partly because consumers do not understand the consequences of their actions, or do not recognise that they are being recruited into a fraud scheme.
Money mule recruitment, for instance, often targets financially vulnerable young people who see a social media post promising easy income. They do not always understand that forwarding payments is money laundering and carries criminal liability. Education campaigns that reach this audience through the channels they use, including the same social platforms that fraudsters use to recruit, represent a genuinely impactful and underinvested prevention strategy.
Operational Costs Beyond Direct Losses
The financial damage from first-party and deepfake fraud extends well beyond the value of directly stolen funds. Operational and reputational costs compound the headline numbers substantially.
Chargeback management alone is enormously resource-intensive. Every disputed transaction requires investigation, documentation, and potential arbitration. At scale, the staff time involved in processing chargebacks from first-party fraud represents a high indirect cost that rarely appears in fraud loss reports but is very real to operations teams.
Reputational damage is harder to quantify but potentially more damaging long-term. A financial institution that becomes associated with inadequate fraud controls faces a trust deficit that suppresses customer acquisition and retention. In a competitive market where digital alternatives proliferate, that deficit can be commercially significant.
Furthermore, regulatory enforcement action arising from inadequate fraud and AML controls carries its own cost structure: investigation expenses, legal fees, potential fines, and the management distraction of remediation programmes. These costs dwarf the investment that adequate prevention would have required.
